Ladders are simple tools, but using one can be dangerous if safety considerations are not thought out in advance. To test a ladder for safety, the user must visually inspect it before use. If the ladder is not structurally sound it may slip or collapse, causing serious injury.Things You'll Need

General Ladder Safety Concerns
Check for loose steps or rungs on the ladder. If the rung or step can be moved with light hand pressure, it is not safe.
Look for cracked or broken supports and braces. Look for splintered fiberglass or wood.
Inspect the ladder for missing components. Look at the bottom of the ladder. There should be a rubber or synthetic non-slip base in place at the bottom of each leg or support of the ladder. Replace worn out safety feet immediately.
Inspect the ladder for loose nails, screws, bolts or other fasteners that are meant to keep the ladder stable. Replace or tighten the components immediately.
Stepladder Safety
Check to make sure that the stepladder is not excessively wobbly. Locate and repair any loose or broken components.
Watch for loose or bent hinge spreaders. Look at the stop mechanism on the hinge spreader. If the stop mechanism is broken or missing do not use the ladder.
Check for loose steps or rungs.
