What is the meaning of bad state repair?

"Bad state of repair" means the condition of property which makes it unsuitable for its intended purpose or makes its occupation or use a threat to its occupants safety and/or that of the immediate occupants of neighboring and contiguous estates and/or the general public at large. It may or may not be in violation of building and/or housing health standards and ordinances. (FHA Mortgagee Letter 0703)
