It is not possible for someone to have their tubes cut in September and be a couple of weeks late. Tubal ligation is a surgical procedure that cuts or blocks the fallopian tubes, preventing pregnancy. If someone had their tubes cut, they would not be able to get pregnant, and therefore could not be late for their period.
