Open up your blinds or curtains! This lets in the sun during the day and adds a bit of extra warmth to the room. Close them in the evenings to provide more insulation.
Bundle up! Invest in a pair of cozy (and fashionable!) sweaters for lounging around the house. Wearing scarves work also as both fashion statements and to keep warm.
Buy a space heater! These little electronic heaters work hard enough to heat up a whole room but won't cost you too much in electricity.
Light some candles. The warmth from the flames will add some heat to the room and can set a relaxing or romantic mood.
Buy a pair of cute slippers! You can wear them with or without socks. If slippers aren't your thing, opt for a pair of nice wool socks to keep your toes warm. If your feet aren't cold the rest of you will feel a lot warmer.
For sitting on the couch or sleeping in bed, use an electric blanket. While this is on, you can keep other heating sources to a minimum.
If you're confident in the kitchen, winter is a great time to do a lot of baking. Not only will you have lots of scrumptious things to eat, but the heat from the oven will keep your kitchen nice and toasty.
