What does voluntary code mean?

Voluntary Codes can also be called Codes of Conduct, Ethical Codes, and Rules of Practice. All of these terms refer to a range of instruments aimed at shaping the behaviour of a business or an industry through non-regulatory, consensual means. Some of these instruments aim to protect consumers and others to promote sustainable development, fair competition, data privacy, and so forth.
